Most other employment cases (EB-2 and EB-3) do require an employer sponsor and an approved PERM labor certification, and EB-5 is a capital route. Family sponsorship is a separate track that depends on a qualifying US relative.
PERM is the test an employer runs to prove no qualified US worker is available for the role. It requires a prevailing-wage determination, a regulated recruitment campaign, and the filing of ETA Form 9089, and it can be audited.
